It is now, a known fact that president Bill Clinton had personal plans to invade Haiti in 1994, as the Ex-defense chief of staff William Perry, told students in the political science class of Michael Kanner lecturing on a “Special Topic: The Secretary of Defense.”.
Perry said he walked into Clinton’s office, heard Clinton talking to Carter on the telephone, and urged the president to tell Carter to flee to safety. “Carter is very stubborn, and he told Clinton that he was very close. He asked for another half hour.”
Perry, who served from 1994-97, also confirms Jimmy Carter’s role in trying to convince Clinton not to invade Haiti and that the United States was an hour away from sending U.S. troops to Haiti to overthrow the Generals who refused to be persuaded to let Jean Bertrand Aristide come to back to Haiti as President.
Perry goes further to say “The president told me to call off the invasion and I did not know if I could”, but Jimmy Carter managed to convince the Generals and the invasion plan was then modified to a more suited plans for Haitians to accept and Aristide to look good in front of his people.
Those from the Aristide side called this “Operation Just Cause.”, even Aristide himself did not care if thousands or hundred of thousands of Haitians would die as long he was back in power.
Clinton got Aristide to agree to the important imperialist demands: privatization and social service budget cuts in Haiti. Clinton’s Democratic administration thought Aristide could do the job with proper training.
The invasion of Haiti, came any way, Aristide came back with 20,000 United States soldiers and marines to support him and his first move was to dissolved the Haitian army and rule over Haiti as “American King”
Both Clinton and Carter were wrong – none had the solution for Haiti because very soon after Aristide was regarded as a threat by both France and the United States.
What happened in Haiti is the leaders of friendly nations think that Haiti needs to be shaped. Haiti is disturbing, Haiti is uncontrollable and time has come to put a stop into Haiti’s self destructing politics and bring that country to an acceptable level of governorship by keeping the troops as long as needed.
